As you may have heard, the Department of Veterans’ Affairs is introducing new legislation — the Veterans’ Entitlements, Treatment and Support (Simplification and Harmonisation) Act 2024 — which will take effect from 1 July 2026.
When this occurs, the home services you currently receive as a VHC client (under the VEA legislation) will continue, and a range of new household and attendant care services (based on the existing MRCA legislation) will also become available to you.
We understand that any change can create uncertainty, so we want to give you clear information early and reassure you about what this means for your home and household services.
Your current Veterans’ Home Care (VHC) services will continue as normal
And your access to the services you currently receive under VHC can continue indefinitely if you so choose.
You do not need to change programs or move your services under the new legislation if you don’t want to.
Your visits continue as usual, your care team remains the same, and there is no action required from you.
FrontLine will continue to deliver VHC services throughout the transition period and beyond.
FrontLine already delivers HHS services for Veterans nationwide
Alongside VHC (under the existing VEA legislation), many Veterans (under the existing MRCA legislation) also receive support through the DVA Household Services (HHS) and Attendant Care programs.
FrontLine already provides a wide range of HHS services across Australia, including lawn mowing, gardening, window cleaning, safety related tasks, and other home support activities.
This means that if you ever choose — or need — to access HHS for additional or different types of support, FrontLine is already prepared to assist you with the same trusted, experienced teams.
From 1 July 2026, Veterans may access support under one or both programs
The reforms do not remove the Veterans’ Home Care program.
Instead, DVA is updating how other programs, such as Household Services, operate alongside VHC.
The key message is:
You will continue receiving support, and you will not lose the services you rely on.
Veterans will be able to use VHC and HHS for different types of services if they wish, and FrontLine will continue to support whichever program you are eligible for.
You do not need to do anything right now
Your current services stay in place exactly as they are today.
There is no requirement to transition, no forms to complete, and no changes to co payments or service schedules.
We simply want you to feel informed well ahead of time.
